Recommendation to authorize City Manager, or designee, to execute a sub-award agreement and any subsequent amendments, with the California State University Long Beach Research Foundation, for the Familias Unidas (United Families): Pre-Diabetes Diagnosis and Treatment Project, in an amount not to exceed $4,775, for the period of May 1, 2016 through April 30, 2017. DISCUSSION
Diabetes is a chronic disease that can cause serious health complications, including blindness, kidney failure, and heart disease. Diabetes is among the top five causes of death in the City. Mostly impacting minority groups, the percentage of adults diagnosed with diabetes, sugar diabetes or borderline/pre-diabetes in Long Beach by zip code ranges from 15 percent to 24 percent (Community Health Assessment, 2013). The 90813 zip code has the highest rate at 24.3 percent of the adult population receiving either a diabetes or pre-diabetes diagnosis.
On June 9, 2015, the City Council authorized an agreement with the Colorado Foundation for Public Health and the Environment to accept funding in the amount of $15,000 for the period of May 1, 2015 through February 1, 2016 to support the planning and development of a patient-centered, community-informed proposal to address a health research question on the topic of prediabetes prevention, diagnosis and treatment methods among low-income Latino patients and their families.
For year two of the project, the California State University Long Beach Research Foundation (CSULBRF), as the lead agency, is awarding the Health and Human Services Department (Health Department) funding in the amount of $4,775 to continue work on the Familias Unidas: Pre-Diabetes Diagnosis and Treatment Project (Project). The primary agreement is between the CSULBRF and the Colorado Foundation for Public Health and the Environment and, therefore, a sub-award agreement is required between the CSULBRF and the Health Department.
