TITLE

DISCUSSION
ARCO Terminal Services Corporation has filed an application for Facility/Pipeline Permit Supplement No. S-7-08 under Facility/Pipeline Permit P-164-88, to install an electrical conduit for the cathodic protection of two of their pipelines. The conduit will connect Lines E-31 and E-32 located in an existing vault on the west side of DeForest Avenue to an existing cathodic protection rectifier on the northeast corner of DeForest Avenue and Burnett Street. Cathodic protection is a method that uses electricity to slow the corrosion of metal pipelines. The route of the proposed conduit is shown on the attached vicinity map. DeForest Avenue and Burnett Street were last slurry sealed in 2002 and are not under excavation moratorium.

The Department of Public Works has reviewed the application and found the proposed electrical conduit to be compatible with existing installations and not an obstacle to any street use or any known proposed developments. Traffic control requirements stipulated by the Traffic and Transportation Bureau will be made a part of the special conditions for the excavation permit. Liability insurance is on file and a bond for faithful performance will be processed following City Council authorization of the permit. In conformance with the California Environmental Quality Act, a statutory exemption for this installation is being processed with the County Clerk.
