DISCUSSION
City Council approval is requested to enter into an annual contract with Clean Energy, for furnishing and delivering index-priced liquefied natural gas (LNG) fuel to the City’s LNG fueling station located at Fleet Services at 2600 Temple Avenue. The Department of Public Works, Fleet Services Bureau, has actively pursued the acquisition of various alternative fuel vehicles. A large portion of these acquisitions have been LNG-based vehicles. Currently, the Citywide inventory of LNG vehicles is at 100. However, it is anticipated that this number will increase to 114 vehicles within the next fiscal year.

The bid was advertised in the Press-Telegram on June 13, 2012, and 73 potential bidders specializing in fuel were notified of the bid opportunity. Of those bidders, eight downloaded the bid via our electronic bid system. The bid document was made available from the Purchasing Division, located on the seventh floor of City Hall, and the Division’s website at www.longbeach.gov/purchasing . A bid announcement was also included in the Purchasing Division’s weekly update on Open Bid Opportunities, which is sent to 30 local, minority and women-owned business groups. Two bids were received on June 26, 2012. Of those two bidders, none were Minority-owned Business Enterprises (MBEs), none were Woman-owned Business Enterprises (WBEs), none were certified Small Business Enterprises (SBEs), and none were Long Beach businesses (Local). Clean Energy, of Seal Beach, CA (not an MBE, WBE, SBE or Local), was the lowest responsible bidder.
