TITLE
Recommendation to authorize City Manager to accept fee title and execute all necessary documents to transfer title to Admiral Kidd Park at 2125 Santa Fe Avenue, the North Library parking lot at 5559 Orange Avenue, and the Mark Twain Library at 1401 E. Anaheim Street from the Redevelopment Agency of the City of Long Beach. (Districts 6,7,8)

DISCUSSION
Over the past few years, the Redevelopment Agency of the City of Long Beach (Agency) has made a significant investment in park and library facilities. With respect to Admiral Kidd Park at 2125 Santa Fe Avenue and the North Library parking lot at 5559 Orange Avenue, the Agency purchased property and constructed improvements. Agency expenditures for these two projects are $6,606,000 and $249,000, respectively. The Agency acquired the properties, paid relocation and goodwill claims, and cleared the site for the Mark Twain Library at 1401 E. Anaheim Street for an approximate cost of $3,530,000. Admiral Kidd Park and the North Library parking lot are in the North Long Beach Redevelopment Project Area, while the Mark Twain Library is within the Central Long Beach Redevelopment Project Area (Exhibit A).

Given that the projects are now complete and are in use by the general public, it is appropriate for these properties to be transferred to City of Long Beach ownership. The necessary grant deeds have been prepared to transfer fee title ownership from the Agency to the City.

This letter was reviewed by Assistant City Attorney Heather Mahood on October 22, 2007, and Budget Management Officer Victoria Bell on October 25,2007.

TIMING CONSIDERATIONS
City Council action is requested in order to facilitate the conveyance of property to the City of Long Beach.

FISCAL IMPACT
