TITLE
Recommendation to authorize City Manager to execute an agreement and any subsequent amendments between the City of Long Beach and V2O Entertainment Complex to provide supplemental law enforcement services, as needed, for three-month terms, as determined by the Chief of Police; and
Increase appropriations in the General Fund (GP) and in the Police Department (PD) by $20,655. (District 2)
DISCUSSION
V20 Entertainment Complex (V20) has requested that the Police Department provide supplemental law enforcement services at 81 Aquarium Way.
The purpose for these services is to provide additional staffing to address the large crowds of patrons that occasionally leave the establishment after closing, during the summer months. The location generates an inordinate amount of calls for service and depletes patrol staffing resources from several Patrol Divisions in order to handle the large crowds.
The Long Beach Police Department will provide one sergeant and four officers working a four-hour overtime shift each, on Friday and Saturday evenings. These supplemental law enforcement services will be provided on an occasional basis or at special events for three-month terms, as needed, as determined by the Chief of Police. The agreement may be terminated with thirty (30) days' written notice by either party.
This matter was reviewed by Deputy City Attorney Richard F. Anthony on July 6, 2005 and Budget Management Officer David Wodynski on July 8, 2005.
TIMING CONSIDERATIONS
City Council action on this matter is recommended on July 19, 2005, to formalize the matter.
FISCAL IMPACT
V20 has agreed to reimburse the City for the cost of the law enforcement services. The Police Department will invoice V20 monthly for the cost of the services. The cost of services from July 19 through September 30, 2005 is estimated to be $20,655. Because the expense is not currently budgeted, an appropriation increase is included in the recommendation.
