DISCUSSION
I would like to take this opportunity to address the City Council on my recent attendance at the California Contract Cities Annual Seminar to secure support from member cities for a position on the AQMD Governing Board on May 18-21 , 2006. The AQMD is responsible for controlling emissions primarily from stationary sources of air pollution by developing and adopting an Air Quality Management Plan, which serves as the blueprint to bring the region into compliance with federal and state clean air standards. Rules are adopted to reduce emissions from various sources, including specific types of equipment, industrial processes, paints and solvents, even consumer products. The City of Long Beach, Port of Long Beach, Long Beach Transit and other City organizations are subject to the rules and regulations imposed by the AQMD.

There is currently a vacancy on the AQMD Governing Board that was vacated by the retirement of the former Mayor Pro-Tern of the City of Bradbury, Bea LaPisto-Kirtley. It would be of great benefit to the City of Long Beach to actively pursue the nomination of a Long Beach representative to the AQMD Board. I will be attending the California Contract Cities Association Annual Municipal Seminar in an effort to secure support from member cities for this important position.

Other topics discussed at this seminar include:
- Eminent Domain
- Emergency Management Communication Systems
- Campaign Ethics
- WI-FI Telecommunications
- State Budget - League update on Legislation and Housing
