DISCUSSION
On October 13, 2008, the Department of Parks, Recreation and Marine received a letter requesting a name change to Lease No. 27371, which expires June 30, 2015, and a name change to Lease No. 21436, which expires August 31, 2025. The leadership of Girl Scouts of the United States of America (Girl Scouts USA) recently determined that the existing organizational framework consisting of hundreds of Girl Scout councils throughout the United States was not an efficient or optimal operating structure. Therefore, Girl Scouts USA instituted a nationwide realignment process, whereby councils in geographic regions merge to create new councils. The merged organizations will have the size, scale, and resources needed to support its members.

The Greater Long Beach Girl Scout Council (GLBGSC), which is chartered by Girl Scouts USA, has leased City-owned property at 4040 Bellflower Boulevard (Lease No. 27371) since 1995. GLBGSC provides opportunities for all girls to develop self-esteem, preparing them to meet life's challenges and achieve their full potential. The Bellflower site serves more than 3,000 girls, ages 5 through 17, throughout 17 communities, and is one of only a few organizations in Southeast Los Angeles County that is focused on meeting the needs of girls.

GLBGSC has also leased City-owned property at 5865 Appian Way (Lease No. 21436) since 1990. This site hosts a year-round waterfront program, which includes a fleet of kayaks and canoes. Summer camp programs at this facility accommodate approximately 550 girls, ages 5 through 17. Other programs throughout the year serve an additional 760 girls, who participate in weekend activities.
