TITLE
Recommendation to authorize City Manager to accept an easement deed from Long Beach Unified School District, the owner of the property located at 1600 Atlantic Avenue, for the installation of public utilities; and accept and adopt their Mitigated Negative Declaration. (District 6)
DISCUSSION
Long Beach Unified School District is preparing to renovate a portion of the site at 1600 Atlantic Avenue. To accommodate the proposed improvements, it is necessary that an easement be granted to the City to allow the installation of a double-check detector valve (attachment). This assembly will provide backflow prevention to protect water supplies from contamination. The renovation construction plans consist of the renovation of the building interior finishes, seismic retrofitting, and upgrades to the existing auditorium building, light fixtures, fire alarm system, electrical infrastructure, plumbing, mechanical, and sprinkler system.
City staff conducted a review of the affected agencies and there were no objections to the proposed easement. The proposed easement is in conformance with the Mitigated Negative Declaration adopted on March 25, 2014 by the Long Beach Unified School District.
This matter was reviewed by Deputy City Attorney Linda T. Vu on February 17, 2016 and by Budget Management Officer Victoria Bell on April 1, 2016.
TIMING CONSIDERATIONS
City Council action is requested on April 19, 2016, to accommodate the Long Beach Unified School District’s renovation schedule.
FISCAL IMPACT
A grant of easement processing fee in the amount of $2,044 was deposited into the General Fund (GF) in the Public Works Department (PW). Approval of this matter will provide continued support to the local economy.
