TITLE

Recommendation to adopt resolution providing for the filing of primary and rebuttal arguments and setting rules for the filing of written arguments regarding a City Charter Amendment measure to be submitted at the June 5, 2018 General Municipal Election.  (Citywide)

 

DISCUSSION

On March 7, 2018, the City Council passed a resolution putting a Charter Amendment on the June 5, 2018 ballot regarding the transfer of funds from utilities to the City's general fund. As part of the ballot process there needs to be opportunity for primary and rebuttal arguments. The resolution provides for the appointment of authors for the primary arguments for and against, and the rebuttals thereto, and sets the rules in connection with, among other things, the length and the submission deadlines for the arguments and the rebuttals.

 

TIMING CONSIDERATIONS

City Council action is recommended on March 13, 2018 to meet the requirements mandated by the California Elections and Government Codes for placing a Charter Amendment on the June 5, 2018 ballot.
