(District 5)

DISCUSSION
On August 9, 2016, the City Council awarded Contract No. 34403 to R.J. Daum Construction Company (RJD), for capital improvements to Parking Structure A at the Long Beach Airport (Airport), in the amount of $3,932,979 and authorized a 25 percent contingency ($983,245), for a total contract amount not to exceed $4,916,224. The capital improvements included the demolition of the existing elevator and staircase tower and the construction of a new two-cab elevator tower and an outdoor staircase at the northwest corner of the structure.

During construction, the Airport identified additional work to enhance the efficiency, safety, and aesthetics of the structure. The additional work included implementation of new passenger wayfinding signage, repainting of the entire parking structure, and interior and exterior asphalt pavement rehabilitation. To avoid future closures of Structure A, which would pose significant operational challenges, the Airport requested RJD to perform these additional tasks during the performance of the contract items. The improvements have been fully implemented, and construction has been completed.

Initially, it was anticipated there would be sufficient funding under the initial contract authorization to complete additional work. During project final reconciliation, it was determined that the additional tasks requested by the Airport required 24 working days above the contract time to complete, including an unanticipated cost of additional supervisory staff time, along with other related items.
