TITLE
Recommendation to authorize City Manager to execute all necessary agreements and any subsequent amendments that change the terms or increase grant amounts with the South Bay Center for Counseling, and to receive $38,000 to augment Youth Opportunity Center Programs for the period of July 1, 2007 through June 30, 2008. (Citywide)

DISCUSSION
As a direct youth services contractor to the County of Los Angeles, the South Bay Center for Counseling (Center) has partially funded the Workforce Development Bureau's (Bureau) Hire-A-Youth Program (Program) over the past several years.

The Program delivers annual employment preparation and placement services to approximately 1,000 young people, ages 16 to 24. This program specifically addresses issues commonly faced by teenagers and young adults to prepare them to enter the workforce. Services include youth job fairs and employer recruitments, employment preparation, coaching, resume writing assistance, interviewing skills practice and job referrals to employers. Support for appropriate clothing, referral to General Education Diploma (GED) services and transportation is also provided for those in need.

The Center is providing $38,000 of funding this year to partially cover Youth Opportunity Center staff costs and supportive services for the Program. The balance of funds comes from other workforce development grants administered by the Bureau.

The letter was reviewed by Deputy City Attorney Gary J. Anderson on June 26, 2007 and Budget and Performance Management Manager David Wodynski on July 9,2007.

TIMING CONSIDERATIONS
City Council action is requested on July 17, 2007 to facilitate processing of required documents.

FISCAL IMPACT
Sufficient funds are budgeted in the Community Development Grants Fund (SR 150) in the Department of Community Development (CD). There is no impact on the General Fund.

SUGGESTED ACTION
Approve recommendation.
