TITLE
Recommendation to approve Fiscal Year 2007 budget appropriation adjustment in the City Clerk Department for the costs of the May 1, 2007 Special Municipal Election.

DISCUSSION
On January 2,2007, the City Council adopted a resolution ordering, calling, providing for and giving notice of a Special Municipal Election to be held in the Sixth Councilmanic District in the City of Long Beach on Tuesday, May 1,2007. On January 30,2007, the City Council adopted resolutions placing charter amendment measures and the Police and Fire Public Safety Oil Production Act on the May 1, ballot, making a Citywide election necessary.

The City Clerk Department did not receive appropriations for a Special Municipal Election in the adopted Fiscal Year 2007 Adopted Budget (FY 07), as it was not known at the time whether or not the election would be held. When the City Council called for the Special Municipal Election, the City Clerk Department estimated the cost of the election at $850,000.

Based on the calculated cost of the Special Municipal Election held on May 1, 2007 the City Clerk Department is requesting a budget adjustment in the amount of $1,097,600. The absentee cost for this election will be reimbursed at a future date through Senate Bill 90, which allows for full reimbursement to local agencies for programs mandated by the State. The reimbursement will decrease the net impact on the General Fund by $100,000 when received.
