TITLE
Recommendation to adopt resolution making certain findings regarding the construction of certain public improvements within Parcels 1 and 6 of the North Long Beach Redevelopment Project Area using Redevelopment funds. (Districts 8,9)
DISCUSSION
Redevelopment Agency (Agency) is working to address needed infrastructure improvements within two specific sub areas (Parcel 1 and Parcel 6, Exhibits A and B, respectively) of the North Long Beach Redevelopment Project Area. Typical improvements will include: library, park, police, fire and other public facilities; new open space; public art; neighborhood street and alley improvements; streetscape enhancements; and public parking. These improvements will facilitate the removal and elimination of blight, beautify corridors and spur economic revitalization in North Long Beach.
California Redevelopment Law provides that the Agency may, with the consent of the City Council, pay for public improvements within a redevelopment project area if the City Council determines all of the following:
· That the construction of such public improvements are of benefit to the redevelopment project area or the immediate neighborhood in which the public improvement project is located;
· That no other reasonable means of financing the public improvements is available to the community; and
· That the payment of Agency funds for the construction of the public improvements will assist in the elimination of one or more blighting conditions within the project area.
A resolution making the necessary findings regarding the construction of the proposed public improvements with redevelopment funds from the North Long Beach Redevelopment Project Area is attached. The Agency passed a similar resolution at its meeting on Monday, June 4,2007. Additional Agency approvals and budget actions will be required before any individual projects may move forward.
