Recommendation to receive and file the Annual Inspection of Local Detention Facilities Report by Department of Health and Human Services. (Citywide)
DISCUSSION
Section 101045 of the California Health and Safety Code (HSC) requires local Health Officers to conduct annual inspections of jails and other detention facilities within their respective jurisdictions in order to insure compliance with HSC
standards. These standards are embodied in Title 15 of the California Code of Regulations, “Minimum Standards for Juvenile Facilities,” “Minimum Standards for Local Detention Facilities” and the California Uniform Retail Food Facilities
Law (CURFFL) (HSC Div. 104, Part 7, Chapter 4, Sec. 1-8). Upon completion of the required inspection, the law provides that the City Health Officer must submit a report of the findings to the governing body of the jurisdiction, the State Board of Corrections, and the official in charge of the detention facility.
In accordance with the provisions of the HSC, the Department of Health and Human Services conducted an inspection of these facilities on December 20, 2004 (see attachment). The sites inspected include the Long Beach City Main Municipal Jail, City Juvenile Holding Facility, City West Police Facility, and the Los Angeles County Sheriffs Holding Facility at the courthouse. These facilities were inspected in accordance with State of California requirements in the areas of environmental health, nutritional health, and medical services for jail inmates.
The review team consisted of Darryl M. Sexton, M.D., City Health Officer, Steve LeCheminant and Sarah Rhodes, Environmental Health Specialists, and Rebecca Killian, R.D., Public Health Nutritionist. The team made recommendations for facility sanitation and nutritional improvements. All recommended improvements to City facilities were verified to have been addressed by the Police Department.
