TITLE
Recommendation to authorize City Manager to execute an Assignment Consent Agreement for Facility/Pipeline Permit Nos. P-160-89 and
P-217-02 from Chemoil Refining Corporation to Chemoil Terminals Corporation, in accordance with Section 15.44.220, Permit-Transfer of the City of Long Beach Municipal Code. (Districts 1,6,7)
DISCUSSION
The Chemoil Refining Corporation is requesting consent to assign its interest in
Facility/Pipeline Permit Nos. P-I 60-89 and P-217-02 to Chemoil Terminals Corporation.
The permits include gasoline and crude oil pipelines ranging in size from 4 inches to 10 %
inches, with lengths that total 35,941 feet. The routes of the pipelines in City property are
shown on the attached vicinity map.
Since this is only a transfer of ownership with no use modifications, there will be no
excavating involved as a result of this action. Liability insurance and bonding for faithful
performance, as required by Section 15.44.220, Permit-Transfer, of the Long Beach
Municipal Code, will be processed following City Council authorization of the consent for
assignment.

TIMING CONSIDERATIONS
City Council action on this matter is not time critical.
FISCAL IMPACT
An estimated pipeline permit fee of $32,046 for the two permits will be deposited annually
to the General Fund (GP) in the Department of Public Works (PW).
