TITLE
Recommendation to authorize City Manager to execute a Memorandum of Understanding with the Los Angeles County Metropolitan Transportation Authority (METRO) to provide signal priority for METRO Rapid bus service. (Citywide)

DISCUSSION
The City of Long Beach (City) has been actively working with METRO, Long Beach Transit, and other public transportation agencies in the region to improve the on-time performance of transit services in the City. The City has installed specialized communication and control equipment and implemented operational strategies within its traffic signal system to facilitate the movement of METRO Blue Line trains and Long Beach Transit buses without significantly impacting vehicle traffic flow.

METRO has requested the City's assistance in providing traffic signal priority for a new limited stop METRO Rapid service between downtown Los Angeles and the Artesia METRO Station beginning in Summer 2007. This new traffic signal priority system will be deployed along Long Beach Boulevard between Greenleaf Street and Artesia Boulevard, and Artesia Boulevard at Harbor Avenue.

The new METRO Rapid signal priority system will provide wireless communication between METRO buses and the City traffic signal computers at intersections. Under certain circumstances the traffic signal computer will extend the green phase to allow the approaching bus to pass through the intersection. The technical specifications and operational parameters proposed by METRO are compatible and consistent with current traffic signal operations in the City.

The City and METRO have developed a Memorandum of Understanding (MOU) to outline the particulars of the signal priority system and each agency's responsibilities.
METRO will be responsible for implementation and repair costs of this signal priority system and the City will retain exclusive ownership and control over all local traffic signal control equipment.
