TITLE
Recommendation to authorize City Manager, or designee, to execute an agreement, and any subsequent amendments, with the State of California Department of Education, to accept and expend grant funding in an amount not to exceed $2,639, for the provision of health and sanitation inspections for the Summer Food Service Program, for the period of July 1, 2018 through September 14, 2018. (Citywide)

DISCUSSION
For over 23 years, the State of California Department of Education (State) has provided federal funds to the Health and Human Services Department (Health Department) for the provision of health and sanitation inspections of the food service operations for the Summer Food Service Program within its jurisdiction. This program is provided at sites located throughout the City, including schools and those within the Department of Parks, Recreation and Marine.

Inspections are made in accordance with State and local environmental health standards and may include: visiting feeding sites and performing temperature testing of the food as it is prepared, delivered or served; observing for safe and sanitary food handling techniques; and, checking for proper storage and handling of food. Under this agreement, the Health Department will receive a total amount not to exceed $2,639 for up to 37 inspections, which will be conducted during the summer of 2018.

This matter was reviewed by Deputy City Attorney Linda T. Vu on April 9, 2018 and by Revenue Management Officer Geraldine Alejo on April 16, 2018.

TIMING CONSIDERATIONS
City Council action is requested on May 1, 2018, as the State is requesting that the agreement be expedited.

FISCAL IMPACT
The City will receive grant reimbursements in the amount up to $2,639. Sufficient funds are currently budgeted in the Health Fund (SR 130) in the Health and Human Services Department (HE). No match or in-kind service mandate is required, and there is no local job impact associated with this recommendation.
