TITLE
Recommendation to authorize City Manager, or designee, to execute an agreement, and all necessary documents, subcontracts or subsequent amendments, including amending the award amount, with the County of Los Angeles, in a total amount of $127,532, to provide Human Immunodeficiency Virus (HIV)/Acquired Immune Deficiency Syndrome (AIDS) Benefits Specialty Services for the period of April 1, 2022 through March 31, 2023, with the option to extend the agreement for five additional one-year periods, at the discretion of the City Manager. (Citywide)
DISCUSSION
The Long Beach Health jurisdiction continues to be significantly impacted by HIV/AIDS, ranking sixth in the State for the number of cases among California’s 61 health jurisdictions. Benefits Specialty Services are those client-centered activities that focus on assisting a client’s entry into, and movement through, the care services systems. These services facilitate access to, and maintenance of, health and disability benefits and services. Benefits specialists educate clients about the available benefit programs, assess eligibility, assist with applications, provide advocacy with appeals and denials, and assist with recertification.

TIMING CONSIDERATIONS
City Council action is requested on July 5, 2022, to execute an agreement with the County of Los Angeles to continue providing critical services to the Long Beach community and ensure cost recovery for services provided.
FISCAL IMPACT
The total annual agreement with the County of Los Angeles will not exceed $127,532 for the period of April 1, 2022, through March 31, 2023. Sufficient appropriation is currently budgeted in the Health Fund Group in the Health and Human Services Department.
