TITLE
Recommendation to authorize an increase to Contract No. 32403 with AIS Construction Company for the restoration and improvements of Colorado Lagoon in the amount of $3,376,350, to allow the removal of an additional 34,000 cubic yards of dredge sediment to ensure compliance with regulatory requirements. (District 3)
DISCUSSION
On November 1, 2011, the City Council awarded a contract to AIS Construction Company to dredge a portion of the Colorado Lagoon Phase 1, Part 2 (Base Bid West Arm). The project was awarded in the amount of $3,623,650 and funded through various grants as follows:
1. State Coastal Conservancy through a partnership with the National Oceanic Atmospheric Administration (NOAA) - $690,997;
2. San Gabriel and Lower Los Angeles Rivers and Mountains Conservancy - $1,100,000;
3. State Water Resources Control Board - $1,260,499;
4. U.S. Army Corps of Engineers - $ 835,000.
The base bid consists of dredging up to 24,850 cubic yards of material from the lagoon’s western arm, some of which may require some form of treatment prior to disposal at the Port of Long Beach. Additional testing was recently conducted to better determine how much and what type of treatment will be required. The results of these tests show that the amount of sediment requiring treatment may be less than previously anticipated, which will allow the City to dredge the entire lagoon to comply with the sediment quality requirements of the adopted Total Maximum Daily Loads for Colorado Lagoon. The additional dredging will be conducted under revised specifications.
The additional cost will be covered with grant funding from the State Coastal Conservancy ($300,000) and State Water Resources Control Board ($3,076,350). This
funding was approved by the City Council on July 5, 2011 and November 1, 2011, and the grant agreements are currently being executed.
