Recommendation to authorize City Manager, or designee, to execute an amendment to the current agreement between the State of California Department of Health Care Services and the City of Long Beach for the continued provision of Targeted Case Management Services to eligible Medi-Cal beneficiaries for the period of July 1, 2012 through June 30, 2013, for an estimated annual revenue of $250,000. DISCUSSION
For the past fifteen years, the City of Long Beach, Department of Health and Human Services (Health Department), has been providing Targeted Case Management (TCM) services to the City of Long Beach eligible Medi-Cal beneficiaries. Under this agreement with the State of California Department of Health Care Services (State), Health Department staff assists eligible clients in gaining access to necessary medical, social, educational, and other services. These services are provided by staff in Public Health Nursing, Maternal and Child Health, Nurse Family Partnership and Senior Links programs during the course of their client encounters.
On July 3, 2007, City Council approved the most recent TCM Provider Participation Agreement (PPA) which covered a five-year period that ended on June 30, 2012. The State has now amended this agreement to extend it an additional year, through June 30, 2013. The proposed amendment will allow the Health Department to continue to claim reimbursement for the provision of TCM services.
This matter was reviewed by Deputy City Attorney, Linda Trang on August 16, 2012 and Budget Management Officer Victoria Bell on August 22, 2012.
TIMING CONSIDERATIONS
City Council action on this matter is requested on September 18, 2012 to comply with State requirements.
FISCAL IMPACT
The Health Department will receive reimbursement from the State based on the number of qualified TCM encounters provided to eligible Medi-Cal clients. While the agreement does not specify a dollar amount, annual revenue of $250,000 is budget...
