TITLE

DISCUSSION
The County of Los Angeles was awarded $1,427,000 in grant funds from the Los Angeles County Metropolitan Transportation Authority (Metro) through the 2000 Transportation Improvement Program (TIP) Call for Projects for the Carson Street Traffic Signal Synchronization Project (TSSP).

The Carson Street TSSP is intended to enhance regional traffic flow and reduce vehicle emissions and fuel consumption on this street through the cities of Long Beach, Hawaiian Gardens and Cerritos through a series of traffic signal equipment upgrades and the development of traffic signal timing plans to enable traffic to move more efficiently across multijurisdictional boundaries.

In order to obtain sufficient funding for this project, the County requested participating agencies to contribute their respective shares of the required 20 percent local match. Subsequently, the City committed its share of the local match in the amount of $221,000. The County has completed the design for this project and is currently awaiting the execution of an agreement between the two agencies prior to commencing with the construction phase of the project.

This letter was reviewed by Senior Deputy City Attorney Donna Gwin on August 3,2006 and Budget Management Officer David Wodynski on August 8,2006.

TIMING CONSIDERATIONS
City Council action is requested on August 22, 2006 in order for the County to complete this project prior to the fund lapsing date of June 30, 2007.

FISCAL IMPACT
The City’s share of the local match for this project in the amount of $221,000 is budgeted in the Transportation Fund (SR182) in the Department of Public Works (PW). The funding source is Proposition C funds.
