(Citywide)

DISCUSSION
The Los Angeles County of Board of Supervisors authorized funding on June 21, 2011 for the seven L.A. County Workforce Investment Boards to facilitate summer youth employment opportunities for qualifying youth. The Summer Youth Employment Program (SYEP) is designed to provide paid work experience opportunities and work readiness skills to qualified youth. Eligible youth may work an average of 100 hours during the summer months, while earning skills, experience, and wages. The County recently notified Pacific Gateway that it is to receive a contract for $245,000 to serve approximately 165 eligible youth for the 2011 SYEP. Eligible populations will include youth from low-income families and those connected to the probation, foster and/or public assistance systems.

The County will help facilitate youth outreach, deploying an automated database solution for the Network to utilize for enrollments. Pacific Gateway will lead work site development efforts across its four cities, and will be responsible for work readiness training, quality assurance oversight, payroll, and case management of the trainees.

This letter was reviewed by Deputy City Attorney Gary J. Anderson on July 8, 2011 and by Budget Management Officer Victoria Bell on July 8, 2011.

TIMING CONSIDERATIONS
City Council action is requested on July 19, 2011, in order to facilitate processing of required documents.

FISCAL IMPACT
