TITLE

DISCUSSION
On September 14, 2004, the City Council authorized the City Manager to execute a lease agreement with American Honda Motor Co., Inc. (AHM) for three AquaTrax personal watercrafts (PWC) to be used by the Long Beach Fire Department (LBFD) at a cost of $1 each per year. A new lease agreement is now required for replacement watercrafts, which would include two PWCs.

PWCs are used by the LBFD to support public safety efforts at Bayshore Marine Park and at other beach locations. Due to the PWCs' size and versatility, they are used in areas not readily accessible by rescue boats or for quick beach responses for situations involving windsurfers, small watercrafts, kayaks, sabots or ocean swimmers. In addition, PWCs are used to support a variety of special events such as the Junior Lifeguard Regionals and the Naples Island Swim.

The lease requires that the LBFD: 1) allow only trained City staff to operate the PWCs in a professional manner; 2) promote positive watercraft safety and recreation opportunities; 3) make reasonable efforts to obtain positive media coverage; and 4) provide AHM with copies of media coverage.

This matter was reviewed by Deputy City Attorney Gary Anderson and by Budget and Performance Management Bureau Manager David Wodynski on August 24,2007.

TIMING CONSIDERATIONS
City Council action on this matter is requested on September 4, 2007 to facilitate processing the required lease agreement documents.

FISCAL IMPACT
Lease payments are equal to $1 per year for each PWC, for a total of $2 annually.
