Recommendation to authorize City Manager, or designee, to execute an agreement, and all necessary documents including any subsequent amendments, with Business, Consumer Services and Housing Agency Homeless Coordinating and Financing Council, for usage of data related to the Continuum of Care program, for the estimated period of July 1, 2020 through July 31, 2025. DISCUSSION
Homeless Housing, Assistance and Prevention (HHAP) funding is authorized by Assembly Bill (AB) 101, which was signed into law by Governor Gavin Newsom on July 2019. HHAP is a $650 million block grant program designed to provide direct assistance to cities, counties and Continuums of Care (CoC) in one-time funds to support regional coordination and expand or develop local capacity to address immediate homelessness challenges throughout the state.
The City received $2,231,142 through the Homeless Services Division’s CoC and $4,650,605 through the Large Cities allocation, obtainable to cities and counties that have populations over 330,000. Total funding received by the City of Long Beach (City) was $6,881,747.
The Business, Consumer Services and Housing Agency Homeless Coordinating and Financing Council (BCSH) requires that CoC award recipients sign a data use agreement with the purpose of creating a statewide data system to collect local data from the California CoCs through the Homeless Management Information System (HMIS), as authorized by Welfare and Institutions Code Section 8527, Subdivision (b) (13). This data-sharing in HMIS will enable the BCSH to perform research and analytics on the data; support policy initiatives with respect to homelessness in California; gain insights into the characteristics of people experiencing homelessness; identify patterns of service use, and identify gaps in service; connect to other state-level data to understand the connection of various California systems of care to homelessness; and provide CoC with access to research findings...
