Recommendation to authorize City Manager to execute all necessary documents with the U.S. Office of Economic Adjustment to apply for and receive up to $300,000 in grant funds as reimbursement for base reuse planning for the Schroeder Hall Army Reserve Center located at
3800 E. Willow Street. (District 5)
DISCUSSION
On November 9, 2005 the Department of Defense (DoD) recommended the closure of the Schroeder Hall Army Reserve Center located at 3800 E. Willow Street, Long Beach, California 90815. On May 23, 2006, the City of Long Beach was designated by the DoD as the Local Redevelopment Authority (LRA) for the reuse planning of the Schroeder Hall site.
The federal Defense Base Closure and Redevelopment Act of 1990 requires extensive outreach and planning for the reuse of the Schroeder Hall site. This comprehensive planning process requires considerable resources and staff time. The DoD's Office of Economic Adjustment (OEA) offers assistance to municipalities and counties designated as LRAs through its Planning Assistance Grant (Grant). This Grant will allow for the City to be reimbursed for eligible time and resources expended during the reuse planning efforts for Schroeder Hall.
Staff has been working with the City's OEA representative to set up a system for tracking costs associated with the Schroeder Hall base reuse. The Grant will be used for reimbursement for planning, outreach, and analysis. Initial estimates are that the Schroeder Hall reuse planning efforts will cost between $200,000 and $300,000. A majority of the funds are expected to be reimbursed by the OEA grant.
