TITLE
Recommendation to authorize City Manager to execute an amendment to Contract No. 29514 with 3M Traffic Safety Systems to increase the not to exceed amount to $500,000 for the purchase of additional vehicle speed feedback signs.  (Citywide)

DISCUSSION
City Council approval is being requested to increase Contract No. 29514 with 3M Traffic Safety Systems to purchase additional vehicle speed feedback signs for installation at appropriate locations to be identified by the City Traffic Engineer. On November 1 , 2005 , the City Council authorized the City Manager to enter into a contract with 3M Traffic Safety Systems in an amount not to exceed $250 000 for the purchase of up to 33 signs. The purchase was funded by a grant from the California Office of Traffic Safety (OTS) and the City General Funds. City Council's approval of this amendment would allow purchase of more units as funds become available and would accelerate implementation of this traffic safety program. This matter was reviewed by Senior Deputy City Attorney Donna F. Gwin on August 28 2006 and Budget Management Officer David Wodynski on August 25 , 2006.

TIMING CONSIDERATIONS
City Council action to approve this amendment is requested on September 12 , 2006 to allow the purchase of up to 36 additional vehicle speed feedback signs as funds become available.

FISCAL IMPACT
The cost of purchase of additional vehicle speed feedback signs will be covered by two funding sources: OTS grants budgeted in the Capital Projects Fund (CP) and/or the General Fund (GP), both in the Department of Public Works (PW).

SUGGESTED ACTION
