TITLE
Recommendation to authorize City Manager to execute all necessary documents with the State of California Department of Health Services to provide Beach Water Quality Monitoring and Public Notification from October 1, 2007 through September 30, 2008; and increase appropriations in the Health Fund (SR 130) in the Department of Health and Human Services (HE) by $25,000.  (Citywide)

DISCUSSION
The State of California Department of Health Services (State) awarded the City $25,000 in new grant funds through the Beach Water Quality Monitoring and Public Notification program. These funds are available to support the current beach water quality testing program, including reimbursement for testing conducted during the period October 1, 2007 through September 30, 2008, and support continued public notification activities such as posting weekly recreational water quality sampling results on the City internet website and posting warning signs at beaches when bacterial levels are above State standards (per AB 411). The State mandates all local health jurisdictions conduct weekly bacterial testing of waters adjacent to public beaches, which have more than 50,000 visitors annually and are near storm drains, that flow in the summer.

This matter was reviewed by Deputy City Attorney Lori A. Conway on July 9, 2007 and by Budget and Performance Management Bureau Manager David Wodynski on July 9, 2007.
