Recommendation to authorize City Manager to execute a permit with the North Long Beach Community Garden Association for use of Southern California Edison Property leased by the City, located north of 65th Street, between Atlantic Avenue and Myrtle Avenue, for use as a community garden for a three-year term, through September 30, 2011. DISCUSSION
On October 17, 2006, the City of Long Beach (City) and Southern California Edison (SCE) entered into a license agreement permitting the City to use SCE-owned right-ofway property, located north of 65th Street, between Atlantic Avenue and Myrtle Avenue, for horticultural purposes (Attachment A). The license agreement enables the City to execute a permit with the North Long Beach Community Garden Association (Garden Association) for use of the SCE-owned right-of-way property as an 18-plot neighborhood community garden.
The Garden Association was established in 2001, with the intent of improving quality of life for local residents. The Garden Association provides a catalyst for neighborhood and community development by stimulating social interaction, encouraging self-reliance, beautifying neighborhoods, producing nutritious food, reducing family food budgets, and creating opportunities for recreation, exercise, therapy, and education.
The proposed permit contains the following provisions:
· Term: Three years, through September 30, 2011.
· Permit Area: The SCE right-of-way property, located north of 65th Street, between Atlantic
Avenue and Myrtle Avenue (Attachment B).
· Permitted Use: The permit area shall only be used as a non-commercial community garden.
· Permit Fee: $1 per year.
. Maintenance: The Garden Association shall be responsible for permit site maintenance and
shall ensure the site is safe, clean, and in sanitary condition.
