DISCUSSION
On March 17, 2022, the City selected the Illumination Foundation as the awarded entity under Request for Proposal (RFP) No. HE22-018 to serve as the operator for the property currently used as interim housing for people experiencing homelessness who are in a COVID-19 high-risk category. On April 11, 2022, the City of Long Beach (City) entered into agreement (No. 36227) with Illumination Foundation for term beginning April 1, 2022 through June 30, 2022.

RFP HE22-018 was advertised in the Long Beach Press Telegram on January 27, 2022 and 860 potential proposers specializing in property management were notified of the RFP opportunity. Of those proposers, 44 downloaded the RFP via the City’s electronic bid system. The RFP document was made available from the Purchasing Division, located on the sixth floor of City Hall, and the Division’s website at www.longbeach.gov/purchasing . An RFP announcement was also included in the Purchasing Division’s weekly update of Open Bid Opportunities, which is sent to 41 local, minority-owned, and women-owned business groups. There were two proposals received on February 28, 2022. Of those two proposals, one was a Minority-owned Business Enterprise (MBE), none were Women-owned Business Enterprises (WBEs), none were certified Small Business Enterprises (SBEs), and none were a Long Beach vendor (Local). ...
