TITLE
Recommendation to approve donation and authorize City Manager to transfer title of two surplus vehicles to the City of Long Beach, Mississippi.  (Citywide)

DISCUSSION

The City of Long Beach, Mississippi suffered extensive damage as a result of Hurricane Katrina. The City of Long Beach, California (City), inquired how it could assist its Mississippi namesake in its recovery. Long Beach, Mississippi requested any surplus vehicles that could be used in clean up efforts of their city.

As part of its vehicle replacement and reduction plans, the City has surplus vehicles that are awaiting disposal. Two of these vehicles, a dump truck and a pick-up truck, would serve the needs of Long Beach, Mississippi. These vehicles will not be used in other program areas by the City. The donation of the vehicles serves a public purpose as it relieves Long Beach, Mississippi of expenses that can be utilized for other public recovery efforts.

The vehicles are a 1996 Ford/F250 % ton service truck with an auction value of $2,800 and a 2000 GMC 1 ton dump truck with an auction value of $7,500. Union Pacific Railroad is donating the rail car for shipping the vehicles to Mississippi.

This matter was reviewed by Senior Deputy City Attorney Donna F. Gwin on December 27,2005, and by Budget Management Officer David Wodynski on December 22,2005.

TIMING CONSIDERATIONS
City Council action on this item is requested on January 3, 2006, in order to ship the vehicles to Mississippi as soon as possible.

FISCAL IMPACT
