TITLE
Recommendation to increase the contract contingency for Contract
No. 31640 with MG Construction & Development, Inc., for the Vista Street Bike Boulevard, Project No. R-6830 in the amount of $70,000, to allow for additional street work needed due to unforeseen poor soil conditions, and concrete removal. (District 3)
DISCUSSION
On April 20, 2010, the City Council awarded a contract to MG Construction & Development, Inc., for the Vista Street Bike Boulevard Project. The project was awarded in the amount of $659,746, with a 10 percent contingency of $65,975.
During construction, the contractor encountered expansive clay soil underneath the asphalt street that had to be excavated, as well as an old concrete street that had to be removed, in order for landscaping to be installed in the traffic circles being constructed. Due to the extent of these unforeseen conditions, it is necessary to increase the contingency by $70,000.
This matter was reviewed by Deputy City Attorney Linda Trang on August 3, 2010 and by Budget Management Officer Victoria Bell on August 6, 2010.
SUSTAINABILITY
The installation of a bike boulevard will encourage families with young children, students, commuters, and recreational cyclists to travel by bicycle rather than by car, eliminating pollution and greenhouse gas emissions, while promoting a more healthy and active lifestyle in Long Beach.
TIMING CONSIDERATIONS
City Council action on this matter is requested on August 24, 2010, to allow the contractor to complete the project in a timely manner and minimize construction impacts to the adjoining residents.
FISCAL IMPACT
This action will increase the contract cost by approximately 10 percent ($70,000). Sufficient Proposition C funding is currently budgeted in the Transportation Fund (SR 182) in the Department of Public Works (PW). There is no local job impact associated with the recommended action.
