TITLE
Recommendation to authorize City Manager to increase Blanket Purchase Order Agreement No. BPTS15000028 with RD Systems, Inc., of Tustin, CA, for access control services by $181,172, for a total amount not to exceed $361,172 for the period ending May 31, 2016. (Citywide)

DISCUSSION
City Council approval is requested to increase the existing agreement with RD Systems, Inc., by $181,172, for the period ending May 31, 2016 so that access control, intercom, and closed circuit television capability can be added for the East Division Police Substation project. This Citywide Blanket Purchase Order (BPO) is utilized by various departments to provide access control and video monitoring maintenance throughout the City.

A formal procurement process was completed on February 2015 to identify the most qualified firm to provide access control and video monitoring services for the City. RD Systems, Inc., was awarded and issued a BPO in May 2015 pursuant to the City Purchasing guidelines, in an annual amount not to exceed $180,000 for a period of three years, with the option to renew for two additional one-year periods at the discretion of the City Manager.

This matter was reviewed by Deputy City Attorney Amy Webber on July 27, 2015 and by Budget Management Officer Victoria Bell on August 13, 2015.

TIMING CONSIDERATIONS
City Council action is requested on September 1, 2015 to ensure that these services for the East Police Substation project can be made in a timely manner.

FISCAL IMPACT
The cost of the current, first year for the BPO Agreement will increase from $180,000 to a revised amount not to exceed $361,172 for the first year only. The increase of $181,172 for the East Division Police Substation project is budgeted in the Capital Projects Fund (CP) in the Public Works Department (PW). There is no local job impact associated with this recommendation.
