Recommendation to authorize City Manager to execute contract amendments to increase the aggregate total of the contract authority for existing JOC contractors: New Creation Builders, Exbon Development, Bitech Construction, Allstate Engineering, and Thomasville Construction, by $9,860,227, from $15,000,000 to $24,860,227 as authorized by the Board of Commissioners to the Port of Long Beach Executive Director for Tenant and Security Improvements at the Interim Port Headquarters Building.
Authorize City Manager to execute an amendment to the contract with the Gordian Group for access rights to their proprietary Pro-Gen software and to provide professional services to manage the JOC program and increase the amount by $200,000 from $292,500 for a revised not-to-exceed total of $492,500, as authorized by the Board of Commissioners to the Port of Long Beach Executive Director for Tenant and Security Improvements at the Interim Port Headquarters Building. DISCUSSION
On September 18, 2012, the City Council authorized the City Manager to execute agreements for a one-year term in amounts not to exceed $1,000,000 with each of the following JOC contractors: New Creation, Exbon, Bitech, Allstate, and Thomasville, for both anticipated and unanticipated (emergency) construction of various City infrastructure repairs and improvements under the method of JOC. The City Council also authorized the City Manager to execute amendments to each JOC contract to extend the term for two separate periods of one year each and up to $1,000,000 per extended term.
At that time, the City Council also authorized the City Manager to execute a contract with the Gordian Group for access rights to their proprietary project management software and to provide professional services to manage the JOC program in an amount not to exceed $292,500 for a term of three years, with the option of renewing for two additional one-year periods.
