TITLE
Recommendation to authorize City Manager to execute all necessary documents with the State of California Department of Health Services to provide beach water quality monitoring and public notification from October 1, 2006 through September 30, 2007.  (Citywide)
 
DISCUSSION
The State of California Department of Health Services (State) awarded the City $25,000 in new grant funds through the Beach Water Quality Monitoring and Public Notification program. These funds are available to support the current beach water quality testing program, including reimbursement for testing conducted during the period October 1, 2006 through March 31, 2007, and continued public notification activities such as posting weekly recreational water quality sampling results to the City internet website and posting warning signs at beaches when bacterial levels are above State standards.  The State mandates all local health jurisdictions to conduct weekly bacterial testing of waters adjacent to public beaches, which have more than 50,000 visitors annually and are near storm drains, which flow in the summer.
 
This matter was reviewed by Senior Deputy City Attorney Donna Gwin on August 8, 2006 and Budget Management Officer David Wodynski on August 15,2006.
 
TIMING CONSIDERATIONS
The requested action is not time critical.
 
FISCAL IMPACT
The total amount of the agreement is $25,000 from October 1, 2006 through September 30, 2007. Sufficient funds to support this agreement are included in the fiscal year 2007 proposed budget.
