TITLE
Recommendation to adopt resolution and authorize City Manager or his designee to execute all necessary documents to receive and expend grant funding from the State of California Department of Alcoholic Beverage Control 2013 grant, and increase appropriations in the General Grants Fund (SR 120) in the Police Department (PD) by $100,000.  (Citywide)

DISCUSSION
On May 29, 2013, the Long Beach Police Department was awarded grant funding for the second consecutive year from the State of California Department of Alcoholic Beverage Control 2013/2014 (ABC 13) grant in the amount of $100,000. The grant monies will be used for overtime, investigative services, and training to identify and focus on problematic ABC licensed establishments, and to ensure compliance with City and State laws to improve public safety and solve neighborhood problems.

This matter was reviewed by Deputy City Attorney Gary Anderson on July 12, 2013 and Budget Management Officer Victoria Bell on July 16, 2013.

TIMING CONSIDERATIONS
City Council action on this matter is requested on August 13, 2013, to expedite use of the grant funds.

FISCAL IMPACT
As the ABC 13 grant is currently unbudgeted, an appropriation increase in the General Grants Fund (SR 120) in the Police Department (PD) in the amount of $100,000 is included in the recommendation. Grant revenues will offset the expense appropriation and the grant does not require matching funds. There is no impact to the General Fund and no local job impact associated with the recommended action.

SUGGESTED ACTION
Approve recommendation.
