DISCUSSION
City Council action is requested to adopt a Resolution authorizing the City Manager, or designee, to apply for grant funds through the California State Parks Land and Water Conservation Fund, to accept the grant funds, and if awarded, execute all documents necessary to implement the purpose of the grant. In January 2023, the California Department of Parks and Recreation Office of Grants and Local Services began solicitation for the Land and Water Conservation Fund Program.

This competitive grant program is intended to increase outdoor recreational opportunities for the health and wellness of Californians. National Park Services administers the Land and Water Conservation Fund Program at the federal level. Funds allocated to California are administered by the California Department of Parks and Recreation Office of Grants and Local Services under the provisions of the California Outdoor Recreation Resources Plan Act of 1967.

The Parks, Recreation and Marine Department (PRM) submitted an application for the Project requesting $1,500,000 to fund the next phase of the Willow Springs Park Wetlands Restoration and Trail Expansion Project. Funds awarded through the grant would align with the Parks Make Long Beach: PRM Strategic Plan by contributing to the success of the City's efforts to provide healthy and safe park spaces within underserved areas and sustainably managing water resources in park design.
