DISCUSSION
The City of Long Beach Department of Health and Human Services (Health Department) is the lead entity for the Continuum of Care (CoC) for Homeless Services, through the Department of Housing and Urban Development (HUD). The City subcontracts with several nonprofit agencies to provide supportive services, temporary shelter and permanent supportive housing for homeless within the City of Long Beach.

On August 14, 2012, the City Council authorized the City Manager to submit a grant application, through the Health Department, to HUD for the 2012 CoC for Homeless Assistance Program. Subsequently, the City was awarded a grant in the amount of $6.9 million, and subcontracts were created with 12 local non-profit agencies to assist in providing supportive services under the CoC grant. One of the subcontracts with a recipient agency was terminated due to regulatory non-compliance and, therefore, the respective service provisions provided by that agency must be reallocated to another competent service provider that can maintain the same type of service within the CoC system.
