TITLE
Recommendation to authorize City Manager, or designee, to execute a Memorandum of Understanding, and all necessary documents including any subsequent amendments, with the United States Secret Service, to participate in, and receive reimbursement for participation in the Cyber Fraud Task Force (CFTF). (Citywide)
DISCUSSION
City Council approval is requested for the Long Beach Police Department (LBPD) to enter into a Memorandum of Understanding (MOU) with the United States Secret Service (USSS), to participate in the Cyber Fraud Task Force (CFTF) and receive reimbursement of overtime and other pre-approved expenses, including but not limited to travel, fuel, training, and equipment, incurred by the LBPD in providing resources to assist in joint law enforcement operations.
The USSS has seven Regional Cyber Centers in the country and LBPD will participate in the Los Angeles Cyber Fraud Task Force. Domestic task forces are staffed with special agents, technical experts, forensic and cyber analysts, and National Computer Forensic Institute trained task force officers. LBPD will have access to free training on computer forensics, cryptocurrency, skimmers and other financial related equipment and tactics.

TIMING CONSIDERATIONS
City Council action is requested on November 1, 2022, to ensure the MOU is in place expeditiously.
FISCAL IMPACT
Participation in Cyber Fraud Task Force is beneficial to impacting electronic crimes. This MOU formalizes the relationship with the regional cyber centers for these activities. Reimbursement of costs is not guaranteed and therefore is not used to determine participation in task force operations.
