DISCUSSION
City Council approval is requested to amend Contract No. 35377 with Bellingham Marine Industries, Inc. (Bellingham), to complete upgrades to the fire suppression system at Shoreline Marina for a revised contract amount not to exceed $959,193, and add an additional one-year renewal option.

On February 5, 2019, City Council adopted Specifications No. RFP PR18-130 and awarded a contract to Bellingham to upgrade the fire suppression system for Shoreline Marina, in an amount not to exceed $571,643, inclusive of a 15 percent contingency, for a period of one year, with the option to renew for one additional year. This amendment is necessary to address unforeseen conditions discovered during the upgrading of the fire suppression system.

During the course of the work, a water-pressure test was completed throughout the entire fire suppression system. Various docks did not pass the test due to a leakage in the isolation valve, which allowed pressure to bleed out. In addition, flex hoses and an existing pipe underneath the promenade were found to be deteriorated and in poor condition. The existing pipe, fittings, and joints were located underground, making it impossible for the City and its engineers to know of the condition beforehand. These significant failures will require the removal of the promenade walkway, and installation of a new line to attach to the backflow Fire Department Connection (FDC) to the top of the gangway.
