TITLE
Recommendation to request City Attorney to draft a resolution in support of Energy Upgrade California and the "Do Your Thing" campaign to encourage all residents and small businesses to become more conscious energy stewards and do at least one more thing to use less energy.

DISCUSSION
In 2015, the Governor and State Legislature approved the "Clean Energy and Pollution Reduction Act" (SB 350), which included the goals of doubling energy efficiency and reducing greenhouse gas emissions by 40 percent before 2030.

Energy Upgrade California is a statewide initiative of the California Public Utilities Commission, in partnership with the California Energy Commission, utilities, local governments, community choice aggregators, regional energy networks, businesses and non-profits to assist communities in meeting these state and local energy and climate action goals.

As part of this initiative, Energy Upgrade California is launching the "Do Your Thing" campaign to motivate all Californians to take actions, big or small, to better manage personal energy consumption. Whether it is flipping off a light, unplugging unused appliances, or using LED lightbulbs, each individual action can result in a big change for Long Beach, as well as the entire state.

Long Beach has long been a leader in supporting policies that promote sustainability. The City is already taking steps with community partners to achieve the energy efficiency and greenhouse gas emission goals, such as the work presented to the City Council by Green Education, Inc. on April 18.
The Energy Upgrade California campaign is consistent with the work that Long Beach is already doing and with our state legislative agenda. The request for the resolution is time sensitive in order to be a part of the launch of this statewide initiative. A sample resolution in support of the effort is attached.

There is no fiscal impact with this recommendation.
