Recommendation to authorize City Manager to submit an application for Airport Improvement Program Grant No. 3-06-0127-29 to the Federal Aviation Administration (FAA), accept such grant, execute and amend grant documents from the FAA for entitlement and discretionary funds; and increase appropriations in the Airport Enterprise Fund (EF320) and the Department of Public Works (PW) by $5,742,500. DISCUSSION
The Long Beach Airport receives grant funds annually from the Federal Aviation Administration's Airport Improvement Program (AlP). Entitlement funds are the portion of the AlP funds allocated to the Airport based on the number of passengers enplaned, and are calculated by the FAA using a set formula. Discretionary funds are the portion of AlP funds that are allocated to airports based on need and national priority, as determined by the FAA. Each year the Airport submits a grant application for entitlement and discretionary funds from the AlP to pay for major airport infrastructure rehabilitation and improvement.

The FAA has indicated that $5,455,375 has been targeted for this fiscal year's entitlement and discretionary grant. The projects to be funded are as follows~

· The Rehabilitation of Taxiway K, Phase 2, the primary taxiway providing air carrier access from Runway 30 to the air carrier ramp. Taxiway K is showing significant pavement distress and has required temporary repairs over the last year. Rehabilitation of the taxiway will return it to 'new' condition. Phase 1 funding was received from the FAA in FY2006. These first two phases will be constructed at the same time, beginning in September 2007. A third phase of Taxiway K is anticipated to be constructed in FY2008, pending AlP funding for that year.

· Improvements to the Runway Safety Area (RSA) at the west end of Runway 7L-25R. The improvements are needed to meet FAA requirements for RSAs.
