Recommendation to authorize City Manager to execute a waiver of direct receipt of the City of Long Beach's allocation of $22,011 in Juvenile Accountability Block Grant program funds to Los Angeles County, for the Juvenile Offender Intervention Network Program, housed in Long Beach Juvenile Court, to divert first-time serious juvenile offenders from the court system through an intensive one-year program. DISCUSSION
On June 1, 2004, the City Council, for the sixth consecutive year, approved a
waiver of the direct receipt of City of Long Beach's allocation of federal Juvenile
Accountability Block Grant (JABG) program funds to the County of Los Angeles
(County). This approval authorized the County to use those funds to continue the
assignment of a Deputy District Attorney devoted to prosecuting crimes involving
juveniles and gang members in Long Beach.
The City of Long Beach has received funding from the JABG program for a
seventh year, administered by the State Board of Corrections. The allocation for
the 2005-2006 . program year is $22,011, which is significantly less than
allocations from previous years (funding for 2004-2005 was $136,129). The
allocation must be expended on juvenile accountability in the criminal justice
system.
The County has indicated a willingness to continue its partnership with the City of
Long Beach under the JABG program; however, this year's allocation is not
enough to enable the County to devote a Deputy District Attorney.to solely
prosecute juveniles and gang members in the City. Instead, the City will use its
allocation of JABG program funds to provide funding to the Juvenile Offender
Intervention Network (JOIN) program administered by the County. The JOIN
