Recommendation to adopt resolution authorizing City Manager to execute a contract with GCS Western Power & Equipment for the purchase of one Tymco 500X Sweeper per quote dated November 26, 2007, on the same terms and conditions afforded to the City and County of San Francisco, California, in an amount not to exceed $232,206 including tax, plus a 10 percent contingency for additional equipment if necessary and if funds are available; and increase appropriations in the amount of $232,206 in the Airport Fund (EF 320). DISCUSSION
City Council approval is being requested to authorize the City Manager to execute a contract for the purchase of one Tymco 500X Sweeper for the Long Beach Airport.
The Airport is currently utilizing one budgeted Tymco Sweeper that is six years old with a scheduled life expectancy of ten years and one loaner sweeper that is 20 years old and needs to be taken out of service because of excessive mechanical problems.
Staff researched appropriate alternative fuel vehicles for this replacement; however, none were found to be viable in this four-wheeled air sweeper design necessary for runway maintenance. The Tymco 500X sweeper design is necessary to achieve the proper speed and debris pick up while operating on the airport runways. This purchase will also maintain a consistent standardization of the airport sweeper fleet and eliminate the need for additional training for mechanics and operators.
The City Charter provides an alternative procurement method by permitting the City to purchase or otherwise obtain services, supplies, materials, equipment and labor with other governmental agencies by purchasing under their contracts on a voluntary and selective basis when authorized by a Resolution of the City Council.
