Recommendation to authorize City Manager, or designee, to execute all necessary documents and any subsequent amendments with the Los Angeles Emergency Food and Shelter Program, in the amount of $13,528, for the period of July 1, 2015 through October 31, 2016. (Citywide)
DISCUSSION
The Emergency Food and Shelter National Board Program was created in 1983 to supplement the work of local social service organizations within the United States, both private and governmental, to help people in need of emergency assistance. This collaborative effort between the private and public sectors has disbursed over $4.1 billion in federal funds over its 33-year history, also known as Phase 33. The Emergency Food and Shelter Program has community Boards that allocate federal funds to supplement the work of local agencies providing food, shelter, rental assistance, and utility assistance.
The Los Angeles Emergency Food and Shelter Program (EFSP) Local Board has provided grant funding to the City of Long Beach Department of Health and Human Services since 2004. The EFSP Phase 33 operating period was originally scheduled from February 1, 2015 to September 30, 2016. However, due to administrative delays at the federal level, the Phase 33 funding announcements did not go out to qualifying jurisdictions until July 2016. As a result, the Los Angeles EFSP Local Board voted to extend the Phase 33 grant operating period to October 31, 2016. This year’s grant award for emergency motel vouchers was awarded on September 6, 2016 in the amount of $13,528. These motel vouchers will augment resources for homeless persons served at the Long Beach Multi-Service Center and assist in housing families until emergency, transitional or permanent shelter beds are available.
