DISCUSSION
On December 16, 2003, the City Council approved a professional services agreement with Heritage Architecture and Planning to design a visitor center, caretaker residence, and various entryway and landscaping improvements at Rancho Los Cerritos Historic Site. On November 16, 2004, the City Council authorized the City Manager to execute the first amendment to Agreement No. 28619 (Agreement) with Heritage Architecture and Planning in order to extend the term of the Agreement to April 30, 2005. Second and third amendments were approved on May 3, 2005, and April 4, 2006, respectively, extending the agreement to April 30, 2007.

Site plan review was completed in December 2006, at which time the Planning Commission also granted an Administrative Use Permit and Standards Variance, and approved a modification to the Environmental Impact Report for the Master Plan. A second modification to the Environmental Impact Report is now needed to address new requirements for special event parking, and is expected to go to the Planning Commission in mid April 2007. The construction documents will be ready for submittal for building permit plan check the first week in April. Approximately 10 percent of the design work remains for code corrections and plan finalization. Extra time is needed to complete both the modification and plan check process, hence a no-cost extension is requested to the term of the Agreement.
