DISCUSSION
The Community Development Department recently conducted a competitive procurement process to solicit responses from qualified entities to oversee a litter abatement cleanup program for targeted areas, key corridors and neighborhoods of Long Beach as part of the Department of Public Works Community Support and Litter Abatement Program. The requested program will include a work experience component in support of the City's Workforce Development Efforts. Eligibility to apply includes requirements that responding local organizations meet the qualifying definitions as HUD Section 3 businesses. Notices were sent to potential and identified qualifying businesses through ongoing disadvantaged business outreach efforts. Through that procurement process two responses were received; the Conservation Corps of Long Beach (Corps) was recommended to operate the project for the City.

The Corps will work with approximately 24 low-income, disadvantaged Long Beach and Signal Hill young adults, 18 - 21 years of age, with multiple barriers to employment by providing job training, leadership development and access to education completion services. Participating youth will earn minimum wage salary during the course of work experience activities over 10-week cycles of 30 hours per week. Each youth will receive one week of pre-employment/work readiness skills training prior to the paid work experience and training. At the project conclusion, participants will receive a certificate of completion and will be referred to additional vocational training, job readiness or placement services as appropriate through the City's programs at its three career centers.
