TITLE
Recommendation to authorize City Manager to execute all necessary documents to receive and expend funding from the Office of the State Chief Information Officer, California 9-1-1 Emergency Communications Office; and increase appropriations in the General Fund (GP) and in the Police Department (PD) by $106,262.  (Citywide)
 
DISCUSSION
The City of Long Beach Police Department was recently awarded monies from the State Chief Information Officer, California 9-1-1 Emergency Communications Office, for a one-time payment under Assembly Bill 912 (AB912) totaling $106,262. The monies are to be used to supplement the costs to recruit, hire, and train additional personnel necessary to accept wireless "911" calls from within Long Beach that are routed directly to the Long Beach call center.  The department will utilize these dedicated funds to recruit qualified candidates, decrease the hiring process time, and train and retain qualified dispatchers.  This will assist the department in maintaining the State standard for answering 90 percent of incoming 9-1-1 calls within ten seconds.
 
This item was reviewed by Deputy City Attorney Gary Anderson on January 11, 2011 and Budget Management Officer Victoria Bell on January 12, 2011.  
 
TIMING CONSIDERATIONS
City Council action on this matter is requested on February 8, 2011, to expedite use of the funds.
 
FISCAL IMPACT
As the AB912 monies are currently unbudgeted, an appropriation increase in the amount of $106,262 is included in the recommendation. The expense appropriation will be fully offset by the one-time revenues; matching City funds are not a condition of the award.  Approval of this recommendation will result in a positive local job impact.
