TITLE
Recommendation to adopt resolution approving the appointment and terms of compensation for the City Clerk. (Citywide)
DISCUSSION
The City conducted a recruitment to hire a new City Clerk, following the retirement of the prior incumbent. Thirty-three candidates applied for the position.
Pursuant to California Government Code Section 54957 and Long Beach Charter Section 400 regarding Public Employee Appointment, the City Council took the following actions:
§ June 9, 2015, the Council met in closed session to select the most qualified candidates to interview for the City Clerk vacancy.
§ July 7, 2015, the Council met in closed session and interviewed six candidates. City Council, by a vote of 7-2, approved the top three candidates who were invited back to a second interview.
§ July 21, 2015, the Council met in closed session and interviewed the final three candidates. In the closed session, City Council, by a vote of 9-0, approved the appointment of Maria de la Luz Garcia as the City Clerk.
At the direction of the City Council, the City has reached an agreement regarding the compensation for the City Clerk. The proposed compensation must be approved by the City Council in open session. The proposed compensation for the City Clerk is $67.077 per hour, or $140,000 on an annualized basis, plus a monthly car allowance of $450.
This matter was reviewed by Principal Deputy City Attorney Gary Anderson on July 23, 2015 and by Budget Management Officer Victoria Bell on July 24, 2015.
TIMING CONSIDERATIONS
City Council action is requested on August 11, 2015, to ensure the City Clerk will be in place at the time of the retirement of the interim City Clerk.
FISCAL IMPACT
The cost of the recommended action is budgeted in the General Fund (GF) in the City Clerk Department (CC).
