TITLE
Recommendation to authorize City Manager, or designee, to execute an agreement with the Los Angeles County Metropolitan Transportation Authority (Metro), and all other documents and amendments related thereto, in order to receive up to $100,000 in funding from Metro, to reimburse the City of Long Beach for its continued coordination and technical support for the I-710 Corridor Project; and
Increase appropriations in the Capital Projects Fund (CP) in the Public Works Department (PW) by $100,000. (Districts 1,7,8,9)
DISCUSSION
Metro and Caltrans are implementing a highway improvement project known as the I-710 Corridor Project. The proposed project will widen the Long Beach Freeway (I-710) between Ocean Boulevard and the Pomona Freeway (SR-60). As part of the I-710 South Early Action Projects, Metro authorized funding agreements for local agency review of the I-710 Draft Environmental Impact Report/Environmental Impact Statement (DEIR/S).
In May 2015, Metro programmed $100,000 in Measure R funds as a grant to the City for its Fiscal Year 13-14 (July 1, 2013 to June 30, 2014) for the I-710 Corridor Project. The grant funds help support City staff time for the technical review of detailed engineering concepts and engineering proposals for the Project.
This matter was reviewed by Deputy City Attorney Linda T. Vu on December 3, 2015 and by Budget Management Officer Victoria Bell on December 1, 2015.
TIMING CONSIDERATIONS
City Council action is requested on December 22, 2015, in order to execute the agreement to recover eligible City costs associated with these services.
FISCAL IMPACT
The City will receive reimbursement of up to $100,000 for staff participation and technical support for the I-710 Corridor Project. An appropriation increase is requested in the Capital Projects Fund (CP) in the Public Works Department (PW) for the $100,000 funding from Metro. There is no local job impact associated with this recommendation.
