TITLE
Recommendation to adopt resolution authorizing City Manager, or designee, to execute an agreement, and any subsequent amendments, with Gartner, lnc., of Stamford, CT, for Technology Professional Services, on the same terms and conditions afforded to the County of Santa Clara, in an amount not to exceed $300,000. (Citywide)
DISCUSSION
City Council approval is requested to enter into an agreement with Gartner, Inc. for Technology Professional Services, specifically to assist in Records Management System (RMS) strategy and procurement support.
The Long Beach Police Department (LBPD) RMS has reached the end of its useful life and has limiting functional capabilities that are not aligned with the Department's operational objectives. Further, recent State and Federal mandates are driving LBPD to improve the manner in which it collects incident and crime data to support National Incident-Based Reporting System (NIBRS) reporting. Under this proposed agreement, Gartner will perform a needs analysis, develop a Request for Proposal (RFP) for a new RMS, and aide in the vendor evaluation and selection process.
On or about March 11, 2014, following a competitive bid process, the County of Santa Clara entered into an Agreement with Gartner, lnc., for Information Technology Professional Services. Santa Clara County later executed a First Amendment to the Agreement to extend the contract term through March 12, 2019.
City Charter Section 1802 provides an alternative procurement method by permitting the City to purchase or otherwise obtain services, supplies, materials, equipment and labor with other governmental agencies by purchasing under their contracts on a voluntary and selective basis when authorized by a Resolution of the City Council.
